We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.

Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

True to our value of equity as a foundational element of all of our work, and a critical foundation to achieving population health impact in New York City, the NYC Health Department has been a leader in recognizing and dismantling racism’s impacts on the health of New Yorkers and beyond. In 2021, the NYC Board of Health declared racism as a public health crisis. With commitment to advance anti-racist public health practices that dismantle systems that perpetuate inequitable power, opportunity and access, the NYC Health Department continues to work in and with communities and community organizations to increase their access to health services and decrease avoidable health outcomes.

The New York City Department of Health and Mental Hygiene (DOHMH)’s Office of Emergency Preparedness and Response (OEPR) was created to promote DOHMH’s and NYC’s ability to prevent, prepare for, respond to, and recover from health emergencies. OEPR is responsible for coordinating agency-wide emergency preparedness planning, exercises and training, evaluation of incident response and exercise performance as well as coordinating with community stakeholders, city, state, and federal partners on public health emergency planning and response. We work with healthcare partners to optimize the provision of health services during a large-scale disaster. OEPR’s work focuses on promoting and protecting public health through emergency preparedness and response and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work and launched an internal capacity building initiative called OEPR for Equity in 2016, which serves as the Divisional Action Team. In alignment with DOHMH’s internal reform initiative, Race to Justice, OEPR has adopted the Government Alliance of Race and Equity (GARE)’s national best practice framework that works to transform governments into more equitable institutions by: normalizing conversations about race and racism to build a shared understanding across staff, organizing internally and with communities to build the infrastructure needed to advance equity, and operationalizing new behaviors and policies into programmatic work. In addition to integrating equity within routine OEPR programming, this position works closely with leadership across the agency to integrate equity within our emergency response structure, our Incident Command System (ICS), to ensure equity is centered in both preparedness and response. While much work has been done over the last few years, there is still much more to be done.

Lead OEPR for Equity including development and implementation of strategic priorities, defining annual goals, indicators, implementation and tracking/reporting.
Plan, develop, and facilitate an ongoing learning curriculum focused on supporting OEPR staff to deepen their understanding of racial equity, social justice and other systems of oppression within the context of emergency preparedness and response while advancing healing and centering the needs of staff that are most impacted.
In collaboration with the agency’s Chief Equity and Strategy Officer, expand development of the ICS Equity Officer and Equity Liaison roles to support equity capacity during emergencies.
Plan, develop and implement various large-scale projects aimed at embedding racial equity and social justice within the field of public health emergency preparedness and response.
Provide technical assistance and coaching to program and staff across OEPR on how to apply equity to their work.
Support the training of OEPR staff to serve as facilitators of the Racial Equity Planning Tool
Collaborate with Deputy Commissioner to define and implement an enhanced process for operationalizing equity into OEPR’s public health emergency preparedness projects.
Advise on key policy decisions so as to ensure equity is prioritized.
Lead implementation of OEPR for Equity’s staff survey.
Support OEPR’s efforts to advance workforce equity, including the Pipeline to Preparedness to bring diverse talent into the future public health preparedness workforce
Serve as OEPR’s Race to Justice Diversity Equity Liaison and support agency’s anti-racism work.
Provide strategic support and guidance to the Deputy Commissioner, including responding to ad hoc requests when needed.
Identify opportunities to share work to external audiences, including publishing in scientific journals.
Serve as Equity Officer during activations, drills, and trainings.

Requirements Requirements

1.Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or

2.A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1” above; or

3.A satisfactory equivalent combination of education and experience. However all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in “1” above.
